013年11月27日，省发改委评审中心在省食品药品监督管理局主持召开了陕西省医疗器械中心实验楼建设项目初步设计评审会，会议由省发改委、消防局以及特邀的省内外专家组成的评审组对省医疗器械检测中心实验楼建设项目进行评审论证。
会上，省局段宏伟副巡视员首先对项目总体概况进行介绍。省医疗器械检测中心蔡玉龙主任详细介绍了项目建设依据、建设规划、人员设置以及各楼层使用功能；设计单位从项目背景、设计理念、各专业设计依据等方面对项目初步设计进行了详细解答。与会专家从建筑、结构、给排水、电气、暖通、造价、工艺和消防等方面提出了宝贵的意见和建议，对初步设计给予充分肯定，认定该项目初步设计符合国家和地方有关规范和标准，图纸、说明齐全，内容完整，技术设计合理，设计深度满足国家相关规定，达到了初步设计基本要求。
综合专家意见，原则上通过陕西省医疗器械检测中心实验楼建设项目初步设计方案，要求设计单位按初步设计文件编制要求，严格按照建筑规模在可研批复范围内，补充漏项，完善概算后上报省发改委备案。
